D.A.R.E. – The World’s Preeminent Youth Substance Abuse and High Risk Behavior Prevention Education Program

Thirty-one years ago the Los Angeles Unified School District and the Los Angeles Police Department initiated an innovative project which became known as D.A.R.E. The initiative was directed at stemming the alarming increase in youth illicit substance abuse. Use of drugs by youth in the 1970s and 1980s gave cause for alarm; nearly two-thirds of high school students (65%) were reported to have used an illicit drug and nearly two out of every five (39%) had used an illicit drug other than marijuana.

Thirty-one years ago it was not envisioned that D.A.R.E.’s positive impact would be as great as it has been, nor that D.A.R.E. implementations would expand beyond the city of Los Angeles.

Since D.A.R.E.’s start, youth abuse of illicit substances, other than marijuana, has been reduced by half. Rigorous scientific evaluations of the D.A.R.E. keepin’ it REAL (kiR) curriculum for students in grades six through nine, has established the course to be effectatious. The data showed students completing the curriculum evidenced:
• a 32 % to 44 % reduction in marijuana, tobacco, and alcohol use;
• a 29 % to 34 % decrease in intent to accept substances;
• and a reduction and cessation of substance use.

Without effort to market D.A.R.E., the immediate and continued positive response to programmatic endeavors has resulted in unprecedented program replication. D.A.R.E. programs are in place in all 50 states, U.S. territories, U.S. Department of Defense schools worldwide, and 53 other nations.

This year the new D.A.R.E. kiR elementary curriculum was subject to a preliminary scientific evaluation for efficacy; the results were positive. A rigorous longitudinal evaluation of the curriculum will commence next year.

We look forward to D.A.R.E. continuing as a pioneer and champion in the field of youth substance abuse and high risk behavior prevention activities.
